The Institute develops normative and technical base for energy carrier accounting: draft standards, techniques of measurements as well as methodical guidelines on application of standards, calculation and design of metering equipment.

Professor Y. Pistun and Associate Professor L. Lesovoy (the workers of the Institute) are joint authors of GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices” based on ISO 5167-1,2,3,4:2003. This complex of standards was brought to force in Byelorussia, Armenia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tadjikistan, Turkmenistan, Uzbekistan and Ukraine. The Institute provides integral accompaniment of organizational, information, technical and metrological measures on introduction of the new GOST 8.586.1,2,3,4,5-2005 Interstate Standards instead of RD 50-213-80 Rules in force.

Experts of IEOE in collaboration with FGUP “VNIIMS” (ÔÃÓÏ «ÂÍÈÈÌÑ») and OMC “Gazmetrologia” (ÎÌÖ «Ãàçìåòðîëîãèÿ») from Russian Federation developed and registered the Technique for measurement of flow rate and volume of liquids and gases in pipelines of large diameters by means of pressure differential devices. The Technique was appended to GOST 8.586.1 (ISO 5167-1:2003), GOST 8.586.2 (ISO 5167-2:2003), GOST 8.586.3 (ISO 5167-3:2003) and GOST 8.586.5 Interstate Standards. This Technique defines measurement of flow rate and volume of liquids and gases by means of standard pressure differential devices in pipelines with diameters of more than 1000 mm but not more than 3000 mm.

Preparation of Ukrainian versions of DSTU GOST 8.586.1-5 Interstate Standards was completed in the Institute and the Standards were delivered to Derzhspozhivstandard of Ukraine for adoption.

Proposals for improvement of ISO 5167 International Standard on measurement of fluid flow by means of pressure differential devices as well as other international normative documents on energy carrier accounting are developed in the Institute.


Algorithms for calculation of flow rate and volume of fluid energy carriers are being developed to be applied in microprocessor calculators according to the requirements of GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Measurement of Flow Rate and Volume of Liquid and Gas by Means of Standard Pressure Differential Devices”.


Computer-aided systems for calculation and design of pressure differential flow meters are being developed according to the new GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Measurement of Flow Rate and Volume of Liquid and Gas by Means of Standard Pressure Differential Devices”. These systems enable not only the calculations to be computer-aided but the accuracy of flow meters to be improved.

“RASKHOD-RU” computer-aided system for calculation and design of pressure differential flow meters was developed in the Institute. This system is being sold in Ukraine and abroad.

Investigation and development of methodology for auditing and designing the energy carrier accounting units based on pressure differential flow meters and on volume meters are being carried out for natural gas, overheated steam, water etc.

Techniques for measurements and for determining errors of natural gas volume measurement at gas accounting units based on standard pressure differential devices are being developed.

Investigations of accuracy of gas volume measurement by means of gas meters are being carried out. In particular additional component errors of gas meters are being studied. This work includes determining and classification of additional component errors as well as experimental investigation of gas meter additional component errors caused by various influencing factors. New techniques for calibrating gas meters are being developed.

Techniques for measurements and for determining errors of natural gas volume measurement at gas accounting units based on gas meters are being developed.


The valid norms of natural gas losses and consumption are being examined. Techniques for determining technological losses and consumption of natural gas during its transportation by gas-distributing networks are being developed.

The analysis of possibilities to improve natural gas accounting accuracy and to reduce its unbalances in gas supplying, gasification and gas transportation companies is being carried out. These works include audit of natural gas accounting units at input and output pipelines, development of measures to improve the accuracy of natural gas accounting and to reduce gas unbalances, analysis of requirements of the new GOST 8.586.1,2,3,4,5-2005 Interstate Standards on natural gas flow rate and volume measurement by means of the pressure differential method and development of measures to fulfill the requirements.


The techniques for determining natural gas store in gas transportation pipelines are being developed.


New calculation techniques for thermo-physical properties (density, viscosity, isentropic exponent, compressibility factor) of natural gas and other gases are being developed for the State Service of Standard Reference Data (DSSDD).

Professor Ye. Pistun and Associate Professor F. Matiko the workers of the Institute are authors of DSSDD 4-2002, DSSDD 8-2006 and DSSDD 9-2006 Ukrainian normative documents as well as SD-7-2005 interstate normative document.
