November 7, 2008. Experts of IEOE in collaboration with FGUP “VNIIMS” (ÔÃÓÏ «ÂÍÈÈÌÑ») and OMC “Gazmetrologia” (ÎÌÖ «Ãàçìåòðîëîãèÿ») from Russian Federation developed and registered the Technique for measurement of flow rate and volume of liquids and gases in pipelines of large diameters by means of pressure differential devices.
The Technique was appended to GOST 8.586.1 (ISO 5167-1:2003), GOST 8.586.2 (ISO 5167-2:2003), GOST 8.586.3 (ISO 5167-3:2003) and GOST 8.586.5 Interstate Standards. This Technique defines measurement of flow rate and volume of liquids and gases by means of standard pressure differential devices in pipelines with diameters of more than 1000 mm but not more than 3000 mm.

International seminar on “New Interstate Standards on energy carrier flow rate and volume measurement (ISO 5167.1,2,3,4-2003; GOST 8.586.1,2,3,4,5-2005). Peculiarities of introduction” took place in Lviv on June 21-23, 2007.
The Institute of Energy Audit and Energy Carrier Accounting, Lviv Polytechnic National University and “UKRGAZ” Concern were the organizers of the seminar.
Developers of the new Interstate Standards, scientists and specialists of state organizations on standardization and metrology as well as specialists of gas supplying, gas transportation, oil refining and metallurgical companies of Azerbaijan Republic, Belarus, Moldova and Ukraine took part in the seminar.
The new Interstate Standards and peculiarities of introduction of the Standards were discussed and “RASKHOD-RU” automated system for calculation and design of differential pressure flow meters developed in the Institute of Energy Audit and Energy Carrier Accounting was presented during the seminar. |

On June 4, 2007 Ukrmetrteststandard of Derzhspozhivstandard of Ukraine has issued a Certificate of attestation of computer program for “RASKHOD-RU” automated system for calculation and design of differential pressure flow meters developed by the Institute of Energy Audit and Energy Carrier Accounting which meets the requirements of GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices” and ISO 5167.1,2,3,4-2003.
According to the results of attestation the “RASKHOD-RU” computer program is permitted for practical application. |

International Youth Conference on Energetics (www.iyce2007.org) took place in Budapest (Hungary) on May 31 - June 2, 2007.
Roman Fedoryshyn the research officer of the Institute of Energy Audit and Energy Carrier Accounting took part in the conference with a presentation. The participants of the conference showed interest in the issues of accuracy improvement during natural gas accounting revealed in the presentation.

On the instructions of Derzhspozhivstandard State Committee of Ukraine for technical regulation and consumer policy, consultations on introduction of GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices” and revocation of RD 50-213-80 and GOST 8.563 in force on the territory of Ukraine took place in Ukrmetrteststandard on March 23, 2007.
The representatives of the following interested ministries and organizations were invited for the consultations: Ministry of Fuel and Energy of Ukraine, Ministry of Construction, Architecture, Housing and Municipal Economy of Ukraine, Ministry of Industrial Policy of Ukraine, “Naftogaz of Ukraine” National Joint-Stock Company, “Ukrtransgas” and some subsidiary agencies of Derzhspozhivstandard of Ukraine.
The Institute of Energy Audit and Energy Carrier Accounting was represented by professor Y. Pistun, the Chairman of the Board of the Institute, chief scientific adviser during development of GOST 8.586.1,2,3,4,5-2005 Interstate Standards.
A working group was created by the decision of the meeting to develop measures for introduction of the new Interstate Standards in Ukraine and for improvement of metrological base in gas, steam and liquid metering. GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices” were recommended to be brought to force from September 1, 2007 in Ukraine.

The development of “RASKHOD-RU” automated system for calculation and design (ASCD) of differential pressure flow meters is complete in the Institute of Energy Audit and Energy Carrier Accounting.
The ASCD meets the requirements of the new GOST 8.586.1,2,3,4,5-2005 Interstate Standards developed on the basis of ISO 5167:2003 with the assistance of the scientists of the Institute of Energy Audit and Energy Carrier Accounting.
At present the ASCD is being certified by agencies of Derzhspozhivstandard of Ukraine.
It is expected that from May 2007 this software with the corresponding manual will be possible to be purchased in the Institute of Energy Audit and Energy Carrier Accounting.
In order to get acquainted with the ASCD, to learn its features and to gain some skills the Institute of Energy Audit and Energy Carrier Accounting keeps on arranging educational seminars on “Peculiarities of application of “VYTRATA-RU” automated system for calculation and design of differential pressure flow meters according to the new GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices”.

In order to reduce unbalances of natural gas at gas supplying and gasification enterprises and to save natural gas the Institute of Energy Audit and Energy Carrier Accounting started works on the development of new technique for calibration of household gas meters that will provide up to 3-4% economy of natural gas volume. Ukrmetrteststandard (Kyiv) and “Ivano-Frankivskstandardmetrology” Subsidiary Enterprise take part in the development and certification of the technique. The financing, approbation and introduction of the technique are proposed to be done with the assistance of gas supplying and gasification enterprises. |

The Institute of Energy Audit and Energy Carrier Accounting in collaboration with “Special Design Office of Means of Automation” Ltd (Ivano-Frankivsk) and “Ivano-Frankivskgas” Open Joint-Stock Company is making a series of tests on gas meters.
The goal of the tests is to show the existence and to calculate the additional errors caused by distinction of gas pressure and temperature during a meter check from those in operating conditions.
The results of the tests will be used during the development of new technique for calibration of gas meters for operating conditions.

International seminar on “Efficiency of Energy Resources Using and Introduction of Energy Saving Technologies in Ukrainian Municipal Economy” took place in Kamyanec-Podilsky on February 23-24, 2007. The Institute of Energy Audit and Energy Carrier Accounting took part in organizing the seminar and represented the following reports:
”Scientific and technical base for projects concerning the improvement of energy efficiency in municipal economy” (by Y. Pistun, professor, Doctor of Technical Science, Chairman of the Board of the Institute);
”Problems of financial support for energy efficient modernization of housing resources in Ukraine” (by A. Chumak, head of energy audit department).

The Institute of Energy Audit and Energy Carrier Accounting in collaboration with “Lvivgas” Open Joint-Stock Company carried out a seminar on effect of additional errors caused by temperature and pressure on results of natural gas accounting by means of household gas meters and the related natural gas unbalances in the gas supplying and gasification enterprises. The representatives of “Volyngas”, “Zakarpatgas”, “Ivano-Frankivskgas”, “Lvivgas”, “Chernivcigas” and “Chernigivgas” Open Joint-Stock Companies were present at the seminar. |

By the order of the Federal Agency on Technical Regulations and Metrology in the Ministry of Industry and Energetics of Russian Federation (No. 237-CT, October 31, 2006) the GOST 8.586.1,2,3,4,5-2005 Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices” were brought to force from January 1, 2007 to be applied in Russian Federation as National Standards of Russian Federation. |

Since September 1, 2006 the following new normative documents of State System of Statistical Reference Data are in force in Ukraine: DSSDD 8-2006 “Natural gas. Technique for isentropic exponent calculation in pressure range from 0.1 to 25 MPa and temperature range from 250 to 320 K” and DSSDD 9-2006 “Natural gas. Technique for dynamic viscosity coefficient calculation in pressure range from 0.1 to 25 MPa and temperature range from 250 to 320 K”. These normative documents were developed in the Institute of Energy Audit and Energy Carrier Accounting (The authors are Y. Pistun and F. Matiko).
DSSDD 8-2006. Natural gas. Technique for isentropic exponent calculation in pressure range from 0.1 to 25 MPa and temperature range from 250 to 320 K // Y. Pistun and F. Matiko. Introduced in 01.09.2006 – Kyiv: Derzhspozhivstandard of Ukraine, 2006 – 17 pgs.
The purpose of the isentropic exponent calculation technique is to calculate the isentropic exponent for natural gases and hydrocarbon compounds with density in standard conditions from 0.6682 kg/m3 to 0.725 kg/m3 in case of temperature variation from 250 to 320 K and pressure variation from 0.1 to 25 MPa. The molar content of carbon dioxide and nitrogen in gas mixtures should not exceed 10 % for both. The relative error of isentropic exponent calculation in the specified ranges of temperature, pressure and gas composition does not exceed ±3 %. For natural gases and hydrocarbon compounds with density in standard conditions from 0.6682 kg/m3 to 0.70 kg/m3 the error of isentropic exponent calculation in the specified ranges of temperature and pressure does not exceed ±2 %.
The technique is recommended to be applied in natural gas flow rate and volume calculators which are used in automobile gas-filling compressor stations (AGFCS) and in other cases of gas accounting.

The Institute of Energy Audit and Energy Carrier Accounting published a monograph on “Normalization of Pressure Differential Flow Meters” (The authors are Y. Pistun and L. Lesovoy).
The book contains the draft new Interstate Standards “Liquid and Gas Flow Rate and Volume Measurement by Means of Standard Pressure Differential Devices”. These Standards will be brought to force in all CIS countries from 2007.
